Bill Buckingham has lived on the Rose Hill estate for most of his adult life. He was a parish councillor for fifty years, and has been a district councillor for around forty. He also had a year as Lord-Mayor of Oxford. Bill oversaw the construction of the new community centre, and has remained Secretary of the Rose Hill Community Association to this very day.

Before retiring, Bill Buckingham worked at the car plant in Oxford, having previously served in the army.
